Thanks a lot for splitting this out to a separate PR @gurukamath. This is very clean - LGTM.
Giving a tentative approve - hoping that the CI timeouts were a glitch. I don't see any reason why these changes would cause it. I triggered a re-run to see how they behave.

This PR is a related to #1763. It is the first part of the STEEL merge. It aims to remove the dependency that EEST has on EELS.
