@jtraglia brought up an interesting question around the use of balance vs effective_balance in validator custody

the way the spec reads at the moment just suggests balance but the protocol primarily uses effective_balance to make duty assignments, etc.

should we use effective balance for the custody assignment? if so then we should update the spec
