In this PR, I've centralized the
update-readmeworkflow as part of our effort from eslint/workflows#4.The full workflow is available at https://github.com/eslint/workflows/blob/main/.github/workflows/update-readme.yml.
Some of the logic was no longer needed, so I've removed it.
