Summary

Two landings since the 0.49.0 release commit are not yet documented in CHANGELOG.md:

• feat(edit): enforce read-before-edit at the dispatch gate #1563 — read-before-edit enforced at the dispatch gate
• fix(context): align fold summary prefix with main agent for cache reuse #1565 — fold summary prefix aligned with main agent for cache reuse (~89% per-fold input cost reduction)

Add both under the 0.49.0 entry so the published CHANGELOG matches what npm + the desktop bundle actually carry.
