Problem

Shipping each ticket individually when working with stacked PRs is tedious and error-prone.

Proposal

parsec stack submit          # ship entire stack base→top
parsec stack submit --draft  # all as drafts

• Push + create PRs in order from base to top
• Auto-set each PR's base branch to parent ticket's branch
• Auto-insert stack navigation comments (feat: stack navigation comments in PR description #234)
