3 Jira integration fixes

1. Config token field ignored

jira_token() only reads env vars. Add token field to JiraConfig and use as fallback.

2. 401 error outputs full HTML

Jira error responses dump entire HTML body. Detect HTML and show concise error message.

3. parsec status missing Jira ticket info

Status only shows local state. Fetch and display Jira ticket summary and status.
