Description

Chart tooltips that should appear on hover over a line (to indicate what the line represents) are not behaving properly. They sometimes never show up, and other times are very slow to appear.

Expected Behavior

Hovering over a chart line should promptly display a tooltip identifying the line/series.

Actual Behavior

Tooltips are intermittent — sometimes they never appear, sometimes they appear after a long delay.
