An HTTPRoute backendRef should be allowed to include a namespace. If a ReferenceGrant does not exist that allows the reference, the HTTPRoute should surface an Accepted=False condition. If a ReferenceGrant does exist that allows the reference, the HTTPRoute should surface an Accepted=True condition.
