Incompatible flag --incompatible_disallow_empty_glob will be enabled by default in Bazel 3.0, thus breaking Envoy.

The flag is documented here: bazelbuild/bazel#8195

Please check the following CI builds for build and test results:

• Ubuntu 18.04, OpenJDK 11
• Ubuntu 18.04, OpenJDK 11
