This will be a sweep over v2 APIs, moving to v3alpha any proto that has deprecated fields (and transitively any protos with dependencies on these protos).

• Start with some simple leaf proto and perform the exercise by hand, identifying the steps necessary to do an update.
• Implement a tool to automatically move remaining affected protos to v3alpha.
