Create utility mixin for self-destructing handles

A number of different classes have re-implemented RAII "Handle" classes for some kind registration that removes the registration in the destructor. See ClusterUpdateCallbacksHandleImpl,  ConfigTrackerImpl::EntryOwnerImpl and https://github.com/envoyproxy/envoy/pull/6984. We should add a utility mixin class to simplify this.
