Description: In 10.13, Mac OS switched away from OpenSSL to LibreSSL. The installed version does not allow the creation of expired certificates. Envoy SSL tests generate two certificates (one expired). The later fails to generate, causing the tests to fail.

Repro steps: run tests, the gen_unittest_certs.sh script fails with bad number of days: too small.
