Title: Re-enable buf for API breaking change detection

Description:
buf was introduced in #17793 to validate that a proto change doesn't include a breaking change.
Id was later disabled due to an issue with keeping the buf dependencies in buf's registry (BSR).
This should be fixed now, and we need to re-enable the validation.
