Envoy recently added support for scaled triggers for overload actions, in #11697. Right now, if one of the existing overload actions is configured with a scaled trigger, it will ignore any nonzero value until the trigger reaches saturation. This issue tracks extending the existing overload actions to take scaling states in the range (0, 1) into account.
