Multiple clusters can now be specified for xDS API sources, see https://github.com/lyft/envoy-api/blob/ea695fb3012b574e78a8b2f396664ee5253da4de/api/base.proto#L151. Envoy only supports one today, we need to add support for round robin failover between clusters.
