I'm not sure why this isn't issue for Envoy's AZP builds, but this test has been extremely flaky in all test environments we run Envoy (i.e. CircleCi for Envoy-Wasm, Prow for Istio, Google internal build infra, and even my local machine).

The flakes (in various test cases) are always the result of the upstream's connection being disconnected unexpectedly.
