Currently in the Rule Management page users are only able to perform bulk actions (i.e. activate, export, duplicate, delete) on the "current" page. This leads to problems such as this one where users need to repeat bulk operations on each page or increase the page size of the table in order to perform actions on all rules.

The application should allow users to "select all" rules and perform operations for all rules. Users should still be able to select the current page, if desired.
