[Fleet] Preconfiguration allow agent.monitoring settings

@Zacqary could we also allow configuring the `agent.monitoring` in the preconfiguation API? 
```
agent:
  monitoring:
    enabled: true
    logs: false
    metrics: true
```

This would allow to disable the agent monitoring by default.
