Same issue identified in #84352. This appears to be due to behavior introduced in #82223. This will require updating index patten filtering logic to use the index pattern service.

Repro instructions:

1. Follow instructions to load mta_tracks outlined in steps 1-4 here
2. Create a new geo threshold alert
3. Index pattern options are empty
