Describe the bug: Auto-refresh isn't working in Discover or Dashboards

Steps to reproduce:

1. Open a time-based index in Discover
2. Set timespan to Last 15 minutes
3. Enable auto-refresh to 5 seconds

Expected behavior: Discover should update every 5 seconds but nothing happens. Same in Dashboard.
