Kibana version: 7.6.0
Describe the bug: When viewing a Line Visualization, the time can sometimes be scaled below the minimum time interval. In this case, the line may be rendered with gaps in between.
Expected behavior: Kibana should not scale the time below the minimum interval value the user has specified.
