Old 'Enable Fleet' UI with texts and button is displayed under Agents tab

Preconditions

1. Deploy a new 7.10.0-SNAPSHOT Kibana cloud Environment.
2. Login into the Kibana environment with 'elastic' superuser.

Steps

1. Click on "Fleet" link from L.H.S menu section and navigate to "Fleet" page.
2. Click on "Agents" tabs.
3. Observe that old 'Enable Fleet' UI with texts and button is displayed.
