Embeddable panel titles get erased when toggling the 'Show panel title' switch off.
Steps to reproduce:
Add an embeddable panel
Edit the panel title, type in a new title, click Save in modal (title displays as expected)
Edit the panel title, switch 'Show panel title' to off, click Save in modal
Edit the panel title again, see that the title you added in step 2 is gone.
Expected result
The title is only visually hidden, and the input still contains the configured title.
Opening the 'Edit panel title' modal shows the switch off, and the title is still present (disabled)
Actual result
The title is lost
