Display a banner to users when some alerts have failures

Once alerts have a [status](https://github.com/elastic/kibana/issues/51099), we can use an API to see how many alerts are in an error status and display a banner at the top of the management screens. The banner could have a link that filters the table to only display alerts in error status.
