master and 7.9BC

Elasticsearch version:

master and 7.9BC

Describe the bug:

When you click on "Manage alerts" under "Alerts" in the header (both Metrics Explorer and Inventory views), the link forces a page reload.

Expected behavior:

Load management UI without the page reload.
