Describe the bug:

When navigating between the different plugins in the management section not all of them active set the page title an appropriate name. For instance, going from Dev Tools -> Management does not update the page title and the title is left as "Dev Tools". Going from there to ingest pipelines the page title is still not updated and remains "Dev Tools" while inside of ingest pipelines.

The same is true for some of our apps:

• Ingest Node Pipelines
• Index Management
• Index Lifecycle Policies
• Remote Clusters
• Rollups
• License management
• Upgrade Asssistant
• Cross-Cluster Replication
• Watcher

And apps that we don't own:

• Transforms
• Saved Objects
• Spaces
• Advanced Settings
• Some others too

Expected behavior:

The page title should update correctly for the management apps.
