Server OS version: Ubuntu 1604

Original install method: apt-get

Describe the bug:
Immediate crash with

 FATAL  Error: [config validation of [xpack.apm].enabled]: definition for this key is missing

Steps to reproduce:

1. Add xpack.apm.enabled: false to /etc/kibana/kibana.yml
2. Start kibana

-> According to docs the key is still present. Is this a docs issue or kibana issue? How do I disable it in the meantime?
This worked fine with 7.5.
