Summary

Today, users can access stack management rules to create or modify any rule in Kibana. There are several apps that direct users here, and the app is accessible via navigation. However, we want to start guiding users to the new unified rules app instead.

Acceptance Criteria

• Introduce a redirect in the stack management rules plugin such that all web traffic is diverted to unified rules.
• The origin view should align with the destination view (i.e. rule details bookmark should take users to unified rule details page)
• Stack management navigation should redirect users to unified rules.
• Update testing to account for the redirect and run scenarios against the new unified rules when the feature flag is on.
• Retain all existing tests (e2e/FTR) for the old stack management flow, running with the feature flag off.
