We should create a React component that renders multiple control embeddables with the same style as the old controls:

Notes:

• Controls should be drag and droppable.
• Controls should make use of the hover actions.
• The ControlsRenderer should take a parent API as a prop.
• We will then rewrite ControlGroupRenderer to use ControlsRenderer. It will construct the parent API that ControlsRenderer takes based on its own props.
