Description
When user clicks on "Create drilldown panel" from dashboard panel options, Kibana announces the opening of these action dialogs as "You are in a modal dialog......" which doesn't give any context to the user about their action. Also, the focus also is not the create drilldown panel but outside on the web page. Same issue happens when user clicks on "Manage drilldowns"

Preconditions
Dashboards->Dashboard-> edit mode

Steps to reproduce

1. Navigate to Dashboards
2. Click a single dashboard open
3. Click on panel options on a panel
4. Run voiceover
5. Click on "Create drilldown"
6. Kibana announces it as "You are in a modal dialog...." without any context to non-sighted user.
7. Also notice the focus is not on create drilldown panel. The same issue happens when user is on "manage drilldowns"
