Describe the bug:

The Actions column's length should adjust according to the actions when user

• has only Read priveleges.
• does not have timeline and notes privilege.

Kibana/Elasticsearch Stack version:
8.18.0

Functional Area (e.g. Endpoint management, timelines, resolver, etc.):
Alerts Table, Explore Tables

Steps to reproduce:

1. Create a role which does not have Timeline and Notes Privelege and Read privilege for everything else.
2. Go to Alerts Page.
3. Observe the length of actions.

Current behavior:

The length of Actions is not adapted according to number of actions.

Expected behavior:

The length of Actions should be adapted according to number of actions.
