Description
Dialog modal, flyout visible title should be announced for the users, especially using assistive technology to know what dialog modal, flyout opened.

Preconditions
Security -> Cases -> Create page.
Use Screen Reader (NVDA).

Steps to reproduce

1.Navigate to Syntax help button.
2.Press Enter.
3.Observe screen reader.

Actual Result

• Modal dialog is announced only as "dialog".

Expected Result

• Modal dialog is announced with the title: "Syntax help dialog".

Notes:
Same with Discard case dialog
