Summary
Checkbox values cannot be changed by clicking directly on them.
Steps to Reproduce
Expected Result
Clicking on the checkbox should toggle its value.
Actual Result
Clicking on the checkbox has no effect:

Workaround: Users can click on the label to change the checkbox value.
Note: This issue only affects the rule upgrade flyout. The rule editing page is not impacted.
