Describe the bug
Install All button on Add Elastic Rules page gets re-enabled when user revisit the page while rules are loading.

Browser Details
This issue is occurring on all browsers.

Preconditions

1. Kibana v8.14.0 must be available.
2. Elastic Pre Built Rules should not be available.

Steps to Reproduce

1. Navigate to Security -> Rules -> Detection Rules (SIEM).
2. Click on Add Elastic Rules.
3. Click on Install All button,
4. Navigate to any other tab.
5. Again Navigate to Security -> Rules -> Detection Rules (SIEM) while rules are loading.
6. Observe that Install All button is re-enabled for rule.
7. Click on Install All button again.
8. Navigate to Rules page and observe that multiple rules with same name are installed with different Rule_id.

Actual Result
Install All button on Add Elastic Rules page gets re-enabled when user revisit the page while rules are loading.

Expected Result
Install All button on Add Elastic Rules page should remain disabled when user revisit the page while rules are loading.

What's Working

• Bulk Action on Rules is working fine.

What's Not Working

• N/A
