When elastic/elastic-charts#2164 is merged and released, we need to connect the configured i18n locale to elastic charts via
Settings.localeprop.The Kibana locale should be picked by
i18n.getLocale().This fixed the way the multi-line time axis displays days with ordinal suffixes and months in letters.
