When https://github.com/elastic/elastic-charts/pull/2164 is merged and released, we need to connect the configured i18n locale to elastic charts via `Settings.locale` prop. The Kibana locale should be picked by `i18n.getLocale()`. This fixed the way the multi-line time axis displays days with ordinal suffixes and months in letters.
