Description of the problem including expected versus actual behavior: If you open the spy panel on couple of visualizations from beats dashboard - it's breaking the layout of the page. Happening on line chart and pie chart. May be its because they are empty vizs?

Steps to reproduce:

1. Loads metricbeats dashboards to your kibana
2. Open Cassandra ops pie chart - make sure you don't have data
3. Notice the spy panel carat's alignment outside the display of the viz
4. Open the spy panel alignment breaks
