Some Kibana upgrade migration failures are outside of Kibana's control.
For issues we cannot fix or work around, the best we can do is ensure the logs clearly explain the problem and give actionable information so that users can fix it themselves.
Of these improvements, we want to clearly label error state messages and give direct links to relevant sections in the docs.
This issue is to track the follow-up items from #128585.
Specifically, to:
- Change the error message links to point to specific sections in the docs
- Add a recognizable error label to failures caused by unsupported cluster routing allocation settings (left response type:
unsuppoorted_cluster_routing_allocation)
