Steps to reproduce:

1. Navigate to the alerts view /app/observability/alerts
2. Select one of the reasons
3. Click the reason statement

Describe the feature:
When clicking the reason statement to get more details on the alert I instead get a popover. Additionally, the popover has some z-index issues with the flyout.

I suggest removing all cell actions from the reason cell and only keep the link that triggers the flyout.
