[Azure Functions] Build and publish the package to local package registry

### Scope
The task is to build and publish the Azure Function integration package to the package registry following the [guidelines](https://github.com/elastic/integrations/blob/main/docs/tips_for_building_integrations.md#development) for developing integration packages. 

### Acceptance Criteria
The Azure Function package appears on the integrations page in the Fleet UI
