Convert the journald package to a Fleet input type 1 package. The package-spec format_version will need bumped to at least 2.6.0. The Kibana version constraint should be moved to 8.8.0 which is when type: input packages are supported as GA in Fleet. Then make the package itself GA by bumping the version to 1.0.0.
