Summary

We've encountered some issues related to Yarn workspaces in the classic (v1) version of Yarn. Cross-package dependencies seem to be incorrectly hoisted, leading to wrong dependency versions and failed builds. Since Yarn Classic is pretty much in maintenance mode, it doesn't seem there's going to be a fix introduced anytime soon.

Acceptance Criteria

• An exploration comment should be added to this issue describing the findings
• If the upgrade process is straightforward and works with no bigger changes, a PR should be open with the upgraded Yarn and repository configuration
