Steps to reproduce (assumes ChromeVox or similar)

1. Open https://elastic.github.io/eui/#/display/tables in a new tab.
2. Tab to the table under the "Adding selection to a BasicTable" heading.
3. Highlight the checkbox in the first non-header row.

Actual Result

"Checkbox Not Checked"

Expected Result

"[Identifying Value] Checkbox not checked"

Some discussion is warranted as to what constitutes an identifying value. Some balance will need to be struck between reading every column, reading the first column or reading some index column.
