Applications should be allowed to control the grid's fullscreen state. This can be used to tie in with routing systems (see #4393) and, similar to the column controls, allows an app to hide the toolbar and replace with some other UI. Similar to the other controls, this functionality should include a feedback loop to the application when the fullscreen state changes.
