Kibana version: 7.5.0, but I think it is an issue in every version

Elasticsearch version: 7.5.0

Server OS version: CentOS 7

Browser version: Chrome Version 80.0.3968.0 (Official Build) dev (64-bit)

Browser OS version: MacOS 10.14.6

Original install method (e.g. download page, yum, from source, etc.): yum

Describe the bug:

Steps to reproduce:

1. Go to discovery page
2. Select the time picker
3. Type some number into the refresh every and hit enter.
4. nothing happens.

Expected behavior:

1. When pressing enter after inputting a time, it should start/stop the autorefresh.
2. To discuss, should the time picker window auto-close after hitting start/stop? Currently, you have to manually click anywhere else to close it.
