This PR marks the
xpack.monitoring.exporters.*.use_ingestandxpack.monitoring.exporters.*.index.pipeline.master_timeoutsettings as deprecated in 7.16.0 with removal in 8.0.0.There was no migrate asciidoc file for 7.16, so I went ahead and added one.
