This adds an index setting to allow opting out of automatic index allocation
to the hot node, and eventually from automatically ILM index migration
between data tiers

Closing this pull request as we decided to use a priotised list of options for tier allocation together with making the ILM step that checks if the tier migration was successful aware of possible manual changes to the data tier index routing setting.
