let's make sure we add a changelog entry - so that the release of MMR makes it in the release notes.
I am not sure why a changelog was not added automatically once the labels were modified - you might need to add one manually.

This PR sets the MMR command to be available outside of snapshot/dev builds. The ANTLR files are regenerated, and the original
MMRcapability is removed (replaced by theMMR_V2capability).
