Small update to the elastic-package stack so Kibana Fleet config stays compatible with 9.3+ and adds optional support for auto-install content packages.

…ll content packages

- Use array format for enableExperimental on Kibana 8.3–9.2 and object format
(experimentalFeatures) for 9.3+ to match Kibana API changes
- Add configurable fleet_auto_install_content_packages_enabled and
  fleet_auto_install_task_interval (stack config)
- Add enableAutoInstallContentPackages feature flag and
  autoInstallContentPackages.taskInterval for 9.2+
