Highlighter

Add TooltipType that uses the highlighter element as the anchor. This would look great is many cases and prevent the need for re-rendering the tooltip as much. Most notibally this would look great in the treemap, see screen recording below.

Notice how the tooltip doesn't follow the cursor but rather the highlighted element.

Add true follow for bar charts

Currently, the Follow type for tooltips renders to the side of the the highlighted area, very similar to Vertical just fewer values. I think there should be a true follow that follows the cursor wherever it goes.
