* fix: added setuptools-rust to requiremets.txt * Added pip taks to install setuptools-rust before docer is installed * Added venv activation to setup-node target * fixed venv activation * test: Added upgrade pip task, use geerlingguy.docker because of deprecation * Added Debian and Ubutu for pip upgrade * Left only pip upgrade * Removed venv activation * Returned vent activation (cherry picked from commit 9c4c374)
